Newstown’s Statement after YouTube Suddenly Deleted Its Channel

Statement by Newstown on YouTube Deleting Its Channel

Newstown TV, a YouTube channel guarding liberal democratic Korea, was unilaterally removed from YouTube on 20 October 2021 without any warning notification.

YouTube sent a notification stating “We have reviewed your content and found that it has seriously or repeatedly violated our Community Guidelines, so we removed your channel.” Newstown TV has already been de-monetized starting July 2020, with the membership, Superchat, and advertising blocked.

YouTube has said that it will only remove videos prior to June 2019, when YouTube published its updated guidelines, and stated that no additional warnings were applicable to the channel. Newstown TV received one caution since the suspension of revenue, but there were no other warnings.

Then suddenly in the dawn of October 20, 2021, without any prior notice, YouTube sent a notification by email that it deleted the Newstown channel, citing “some videos have been identified as having violated policy.”  This is inconsistent with the procedures.  Prior to taking such a serious measure of removing the channel, the opportunity for the creator to provide at least minimal explanation or dissent was not available and blocked—this could be said to be a clear case of “gapjil” (an abuse of power against the weak by the powerful).

We note that the unilateral deletion of videos and the removal of channels by YouTube has seriously compromised freedom of speech and freedom of the press guaranteed by the Constitution of the Republic of Korea. The Constitution stipulates that “freedom of speech and freedom of the press traditionally mean free expression of thoughts or opinions (freedom of expression) and freedom of transmission (freedom of delivery) to disseminate them, which is indispensable for individuals to maintain dignity and values as human beings, pursue happiness, and exercise citizens’ sovereignty, and is one of the most important fundamental rights of the people in democratic states in modern times.”

Based on these constitutional values, Newstown TV has produced content promoting liberal democracy and the market economy.  Additionally, we consider the value of anti-communism to be important and produced contents accordingly. This represents citizens with a healthy consciousness in our society.  Newstown’s 550,000 subscribers most certainly attest to the goals of and healthy debate pursued by Newstown TV. In addition, sanctioning the voices that differ in values is a situation that has abandoned even the basic principles of democracy. 

Newstown TV surmises that the removal of a channel on YouTube is due to systematic ongoing attacks and reporting by some pro-North Korea personnel · Leftists in Korea.  We believe that YouTube shares the same values as Newstown TV, which are liberal democracy and market economy.  Thus, YouTube’s decision to “delete channels” due to some pro-North Korea · Leftists’ slander and attacks can be assessed as YouTube losing sight of its identity. 

Newstown TV calls on YouTube for an immediate restoration of the channel and a formal apology. This is because YouTube’s unilateral removal of the channel is “gapjil.”  More importantly, its recklessness disappointed the 550,000 subscribers, destroyed the public’s precious “right to know,” and is demolishing democracy itself.  If the channel is not recovered and there is no official apology, Newtown TV will fight Youtube together with 550,000 of its subscribers.

자유 대한민국 수호자 뉴스타운TV가 지난 20일 유튜브로부터 별도의 경고 통보 없이 채널을 일방적으로 삭제당했다.

유튜브는 이날 “크리에이터님의 콘텐츠를 검토한 결과, 커뮤니티 가이드를 심각하게 또는 반복해서 위반한 사실이 확인되어 채널을 삭제했다”고 통보해 왔다. 뉴스타운TV는 이미 지난해  2020년 7월 유튜브로부터 멤버십, 슈퍼쳇, 광고 등 모든 수익이 차단된 바 있다. 

유튜브 측은 업데이트된 가이드라인 발표 시점인 2019년 6월 이전의 영상에 대해선 삭제만 하고, 채널에 별도의 경고가 적용되지는 않는다고 밝힌 바 있다. 뉴스타운TV의 경우 수익이 정지된 이후 1회 주의를 받았을 뿐 경고 등은 없었다. 

이런 가운데 20일 새벽 예고 없이 채널 삭제를 메일로 통보하고 바로 이어 ‘일부 영상이 정책 위반으로 확인’되었다며 1차 경고를 한 것은 절차에 어긋난 행동이 아닐 수 없다. 채널 삭제라는 중차대한 조치에 앞서 크리에이터의 최소한의 해명이나 반론 기회는 아예 차단한 것으로 이는 명백한 ‘갑질’에 해당한다고 할 것이다.  

함께 우리는 유튜브 측의 일방적인 영상 삭제와 채널 삭제가 대한민국 헌법이 보장하는 언론·출판의 자유를 심각하게 훼손한 것 이라는데 주목한다. 헌법은 ‘언론·출판의 자유는 전통적으로는 사상 또는 의견의 자유로운 표명(발표의 자유)과 그것을 전파할 자유(전달의 자유)를 의미하는 것으로서 개인이 인간으로서의 존엄과 가치를 유지하고 행복을 추구하며 국민주권을 실현하는데 필수 불가결한 것으로 오늘날 민주국가에서 국민이 갖는 가장 중요한 기본권의 하나’고 규정하고 있다.

뉴스타운TV는 이러한 헌법 가치를 바탕으로 자유민주주의와 시장경제를 지향하는 콘텐츠를 생산해왔다. 함께 반공의 가치를 소중히 해왔으며 이에 부합하는 콘텐츠를 제작해왔다. 이는 우리 사회의 건전한 의식을 가진 시민들을 대변한 것이며 구독자 수 55만명이 무엇보다 확실하게 뉴스타운TV가 추구하는 목표와 논조의 건강함을 증명하는 것이다. 또한 가치관을 달리하는 목소리를 재제한다는 것은 민주주의의 기본 원칙마저 저버린 처사가 아닐 수 없다. 

뉴스타운TV는 유튜브의 채널 삭제에 대해 국내 일부 종북·좌파들의 조직적으로 지속적인 공격과 신고 때문으로 짐작한다. 하지만 자유민주와 시장경제를 지향하는 뉴스타운TV와 가치를 같이하는 유튜브가, 대척점에 서 있는 일부 종북·좌파들의 모함과 공격에 ‘채널 삭제’라는 결정을 내린 것에 대해서는 스스로의 정체성을 망각한 처사라고 평가하지 않을 수 없다.  

뉴스타운TV는 유튜브에 즉각적인 채널 복구와 공식적인 사과를 요구한다. 유튜브 측의 채널 삭제가 일방적인 ‘갑질’이기도 하지만 올곧은 소리를 들으려는 55만 독자의 기대를 저버린, 국민의 소중한 알 권리와 민주주의를 파괴한 폭거이기 때문이다. 채널 복구와 공식 사과가 이뤄지지 않을 경우 뉴스타운TV는 55만 구독자와 함께 민주주의의 이름으로 유튜브와 맞서 싸울 것임을 밝힌다.
