President Moon to Appoint Cho Hae-joo (조해주) to the Central Election Management Committee without the National Assembly Hearing

President Moon Jae-in appointed Cho Hae-joo as a standing member of the Central Election Management Committee on January 24, 2019.

The Blue House Spokesman Kim Eui-kyeom (김의겸) revealed at 4 p.m. this afternoon [2019-1-24] in a written statement that President Moon will hold a conferment ceremony for Cho at the Blue House Reception Room. [Truncated]

Cho became the 8th ministerial-level official to receive the appointment without an appointment report (support) from the National Assembly and the first one to be appointed without a National Assembly hearing

The seven ministerial-level officials who President Moon already pressed ahead with the appointments [without the National Assembly support] are Foreign Minister Kang Kyung-wha (강경화), Fair Trade Commission Chairman Kim Sang-jo (김상조), former Defense Minister Song Young-moo (송영무), Korea Communications Commission Chairman Lee Hyo-sung (이효성), SMEs [Small and Medium-size Enterprises] and Startups Minister Hong Jong-hak (홍종학), Deputy Prime Minister for Education [Society] and also the Education Minister Yoo Eun-hae (유은혜), and Environment Minister Cho Myong-nae (조명래).  [Moon also pushed through with the appointments of KBS President Yang Sung-dong (양승동), Constitutional Court Judge Lee Suk-tae (이석태), and Constitutional Court Judge Lee Eun-ae (이은애) without the National Assembly’s support.] [Truncated]

Na Kyung-won (나경원 ), Liberty Korea Party leader, said “if [Moon] forces through Cho’s appointment, the National Assembly will not open in February.

Kim Kwan-young (김관영 ), Bareun Mirae [correct future] Party leader, also said “if [Moon] pushes through Cho’s appointment, there will emerge serious problems between the ruling and opposition relations,” adding “[Moon] is the king of ‘parachute’ appointments [cronyism].”

The Central Election Management Committee member is a minister-level official and must go through a National Assembly hearing.  The president appoints three, the National Assembly elects three, and the Supreme Court Chief Justice names three for a total of nine members, and each member serves for six years.  [Truncated]
