On September 14, 2020, Democratic Party National Assemblyman Song Young-gil (송영길) argued that “the Korean War was a tragedy of Kim Il-sung (김일성) and Pak Hun-yong (박헌영) thrown into an invasion attempts of the south without knowing that it was a planned scenarios directed by the Soviet Union and the United States.”

[Note 1:  There is ample evidence, including the official documents from the Soviet Union, showing that Kim Il-sung was the one who wanted to invade South Korea and repeatedly asked Stalin for permission to do so.  See the Wilson Center’s Cold War History Project.  https://digitalarchive.wilsoncenter.org/document/114908]

[Note 2:  Song Young-gil has a Minbyun background.  Minbyun, or Lawyers for Democracy, has conducted pro-North Korea activities, including accusing the South Korean government of kidnapping 13 North Koreans who worked at a restaurant in Ningpo, China and trying to return the restaurant workers to North Korea.]
