157 South Korean Lawmakers, Excluding the Liberty Korea Party, Urged “Resumption of Gaesong Industrial Complex and Geumgang Mountain Tourism”

On October 13, 2019, 157 lawmakers from the ruling and non-ruling parties, excluding the Liberty Korea Party, jointly proposed a resolution calling for the resumption of the Gaesong Industrial Complex and Geumgang Mountain tourism.

National Assembly representatives Woo Won-sik, Kim Han-jung, Shin Dong-geun, Oh Young-hoon (all of Deobureo Minjoo Party/Democratic Party of Korea), Lee Jung-mi (Justice Party), and Choi Kyoung-hwan (New Alternative Party) presented the resolution at a press conference on the afternoon of October 13, 2019.

The resolution states “the government should play an autonomous and leading role in improving inter-Korean relations, North Korea should actively engage in dialogue and consultation between South and North, and urge active cooperation from the United States and other countries.”

National Assemblyman Woo Won-sik said, “We will have to resolve the Gaesong Industrial Complex and Geumgang Mountain tourism problem by the end of this year.” He said, “We will be able to put a resolution on the plenary session, and since 157 lawmakers participated, the resolution should pass upon introducing it.”

National Assemblywoman Lee Jung-mi said, “Resumption of Geumgang Mountain Tourism and reopening of the Gaesong Industrial Complex may be exempted from UN sanctions” and stressed that the “[Moon] administration boldy should convince the value of the Gaesong Industrial Complex and the Mount Geumgang Tourism through dialogues between high-level officials and presidents of South Korea and the U.S.

The resolution was signed by the following parties:

  • Deobureo Minjoo [Democractic Party of Korea or DPK]: 128 
  • BareunMirae [one part from the People’s Party, another from Saenuri Party]: 5 
  • Justice [split from now-banned Unified Progressive Party or UPP]: 6 
  • Minjoo Peace [Democratic Peace; split from the People’s Party]: 5 
  • New Alternative [split from Minjoo Peace Party]: 9 
  • Minjung (People’s) [Merger of the New People’s Party and People’s United Party]: 1 (Kim Jong-hoon)
  • non-affiliated: 3 (Kim Kyung-jin, Son Geum-ju, and Son Hye-won)

The lawmakers also plan to create teams to participate in various projects pursued by “All Citizens’ Activism Headquarters to Restart Gaesong Industrial Complex/Mount Geumgang Tourism,” created from over 100 NGOs’ participation.  The projects include the National Signature Campaign, Peace Conference of representatives from various areas, and the Kaesong Industrial Complex and Mount Geumgang Photo Exhibitions at the National Assembly.
