President Moon Jae-in didn’t make an official appearance until five hours after the news of the recent forest fires in Gangwon Province emerged. Media related personnel raised suspicion about the missing five hours. The Blue House designated them as “false information manipulation disseminating people” and revealed the plans to file a charge against them in the name of presidential Chief of Staff Noh Young-min (노영민).

The Blue House deputy spokesperson Koh Min-jeong (고민정 ) relayed in a text message to the Blue House correspondents, “we must promptly and firmly respond to false manipulation information on president’s whereabouts on the day of the forest fire at Gangwon,” “the law must strictly be enforced,” and “We plan to proceed with filing charges regarding this matter in the name of the Chief of Staff Noh Young-min.”

At the same time, Chief of Staff Roh instructed forming a “False Information Manipulation Response Team” at the Blue House and start operating it.

On April 9, the Blue House stated “We will respond strongly using all actions that can be taken” against the “Jin Seongho Broadcasting,” a YouTube channel by Jin Seong-ho (진성호), the former Saenuri Pary National Assemblyman and “Shinui Hansoo,” a YouTube channel by Shin Hye-sik (신혜식), an independent newspaper editor and an activist on the right. [Additionally,] the Deobureo Minju / Democratic Party announced on April 12 that it will file charges against the YouTubers for allegation of disseminating false information and defamation under the Information and Communication Network Act [정보통신망법 허위사실 (유포) 명예훼손 혐의] with the Seoul Central District Prosecutors’ Office in the name of the Legislative Committee Chairman Song Ki-hun (송기헌), Deobureo Minju Party.

President Moon attended the Newspaper Day event on April 4 at 6:15 p.m. Those broadcasts have raised suspicions that President Moon was late to appear at the crisis management center perhaps because of drinking alcohol with media presidents at the Newspaper Day event. The fire to spread the most widely at Gosoeng County and Sokcho City, Gangwon Province, is said to have started at 7:17 pm on April 4. Shin Hye-sik, after seeing President Moon’s appearance at the Blue House underground bunker (National Crisis Management Center) on May 5 at 12:20 a.m., commented, “Doesn’t his face look like he slept after drinking or having a procedure done?” and Jin Seong-ho repeatedly questioned President Moon’s absence for five hours.

They also argued that just as the ruling party raised the “7-hours suspicion” of President Park Geun-hye at the time of the Seowol Ferry tragedy, President Moon should also report fire report instructions on a minute-by-minute basis. President Moon, when he was a presidential candidate said, “The president’s 24 hours is not personal, because it is a public good and must be made public.” However, the Blue House and pro-ruling faction ignores the demand to make public the details of President Moon’s whereabouts during the Gangwon Wildfires, and appears to concentrate on attaching the “fake news” tag to those YouTube operators without any clear grounds. In fact, criticism arises that they are eliciting a public opinion trial, regardless of whether it constitutes a legal crime or not.
