Truth Forum Statement On the Impeachment of President Park Geun-hye

It has been over two years since the National Assembly voted to impeach President Park Geun-hye from office in December 2016. But the citizens of South Korea remember the fake news media that agitated the people with false information. Contrary to the sensational media frenzy and incitement, no “sex videos” of President Park Geun-hye surfaced, and no slush funds of “880 trillion won” [$71.2 billion] have come to light. Growing number of people now question the media’s biased reporting of the time.
Swayed by the false media instigations and political calculations, the National Assembly voted in favor of the impeachment, and the Constitutional Court made a political decision on the basis of false news reports without factual evidence. Furthermore, we have been concerned about the abuse of the judicial courts as political tools by the ideologically biased judges and prosecutors who threaten the liberal democratic values of the Republic of Korea.
Recent Druking scandal that was revealed to have rigged the opinion polls during the presidential election two years ago is a startling example of the extent to which online opinion manipulation can undermine our democratic republic. In this light, it is only fair to seriously question the legitimacy of the 19th presidential election. Also, it can be easily presumed that such mass-scale opinion rigging also took place during the so-called ‘candlelight revolution’ and the following impeachment process when false information was rampant in our news media. Distortion of public opinion destroys the very basis of democracy and is a mockery of its people. We must respond to this threat.
The problem is all the more too serious to ignore when we consider the fact that North Korean intelligence agencies operate several cyber hacking units that manipulate South Korean public opinions. As a matter of fact, president Park Geun-hye’s impeachment had been asserted in the North Korean state newspaper a year before she was impeached, which is then followed by the current administration that turns a blind eye to North Korea’s human rights atrocities, threatens ROK-US relations, and bankrupts the national economy. As we witness the current government’s blatant pro-North stance which is undermining our national security, we are concerned that there may well be individuals like Günter Guillaume, who was spying
for East Germany from within the government of West Germany, in our own midst.
It is necessary to take appropriate measures to tackle these threats of disinformation that attempt to undermine the values of the Republic of Korea. A robust political atmosphere must be established so that public opinion is fairly voiced and heard without distortion and manipulation. This is not a left-or-right issue. Political opinion may differ, but our discourse must be based on facts and truths. And the truth will unite us and move us forward.
As such, we would like to ask each and every member of the National Assembly to provide their thoughts and positions on the impeachment of President Park Geun-hye, and leave a clear record in history. Your responses will be made public in an appropriate manner. Overwhelming number of the public is concerned by the nuclear threats from North Korea and our disintegrating national security, not to mention our failing economy. It is imperative that we protect the Republic of Korea which miraculously came into existence and have grown in prosperity on the basis of strong ROK-US alliance. We also expect to see genuine progress in North Korea’s denuclearization and human rights improvement in the coming US-North Korea Summit.

– 탄핵에 대한 국회의원님들의 의견을 문의합니다!
박근혜 대통령에 대한 탄핵소추안이 국회에서 가결된 지 2년이 지났습니다. 하지만 여전히 많은 국민들이 언론을 뒤덮었던 자극적인 거짓 선동 기사와 방송을 기억하고 있습니다. 언론과 인터넷을 도배했던자극적인 보도내용과는 달리 박근혜 대통령의 섹스비디오는 발견되지 않았고 880조에 달한다는 비자금역시 확인되지 않고 있습니다. 그리고 탄핵 당시 언론의 행태에 의문을 제기하는 국민들이 갈수록 늘어나고 있습니다.
국회는 정치적 계산과 언론의 거짓 선동에 휘둘려 탄핵소추를 의결했고 헌법재판소 역시 사실관계도 확인되지 않은 상황에서 거짓 기사들을 근거로 정치적인 판결을 내렸습니다. 나아가 우리는 탄핵사태와 연관된 형사재판들의 진행을 보면서 이념적으로 편향된 법률가들이 자학적 역사관과 빗나간 정의감으로 대한민국의 정체성을 위협하며 진실을 외면하고 재판을 정치적 도구로 사용하는 것은 아닌지 심각한 우려를 금할 수 없습니다.
또한 대선여론을 조작한 드루킹 사태는 대한민국에서 자행되고 있는 온라인 여론조작의 실태를 여실하게드러내고 있습니다. 우리는 19대 대선의 정당성에 심각한 의문을 제기하지 않을 수 없습니다. 뿐만아니라 이러한 대규모 여론조작이 거짓 선동으로 점철된 탄핵사태에도 동일하게 이용되었음을 쉽게 짐작할수 있습니다. 여론의 왜곡은 민주주의의 근간을 파괴하고 모든 국민을 우롱하는 처사입니다. 우리는 함께대응해야 합니다.
더 나아가 사이버 부대를 운영하며 대한민국 인터넷 여론을 조작하는 북한정보기관의 활동이 꾸준히 확인되고 있기 때문에 사태의 심각성을 더 이상 외면할 수 없습니다. 북한 노동신문이 주장하던 대로 박근혜 대통령은 탄핵되었습니다. 그리고 한반도의 평화를 내세우면서 북한의 참상을 외면하고 한미동맹을 위협하며 국가경제를 파탄으로 몰아가고 있는 현 정권이 탄생했습니다. 국가 안보를 스스로 해체하며 친북행태로 일관하는 현 정권을 돌아보면서 우리는 동독의 간첩 권터 기욤 같은 사람들이 우리 사회 곳곳에숨어 있는 것은 아닌지 심각하게 우려하지 않을 수 없습니다.
이제 우리는 거짓에 휘둘리는 대한민국의 현실을 직시하고 함께 대응해야 합니다. 민의가 왜곡되지 않고올곧게 전달될 수 있는 정치환경을 함께 구축해 나아가야합니다. 이것은 좌우의 문제가 아닙니다. 정치적 의견은 다를 수 있습니다. 하지만 우리의 모든 논의는 진실에 기반해야 합니다. 이 진실만이 분열된대한민국을 하나되게 하고 앞으로 나아가게 할 것 입니다.
이에 우리는 헌법기관인 국회의원 한 분 한 분께 탄핵에 대한 의견을 여쭙고 그 답변을 역사의 기록으로남기려 합니다. 의원님들의 답변은 적절한 방식으로 일반에 모두 공개하겠습니다. 국민 여러분들의 동참을 호소합니다.
많은 국민들이 북한의 핵 위험과 국가안보 그리고 추락하는 경제상황에 대해 염려하고 있습니다. 아무쪼록 굳건한 한미동맹을 바탕으로 기적처럼 탄생하고 성장한 대한민국을 우리 모두가 함께 지켜나아가야할 것입니다. 아울러 다가오는 미북정상회담을 통해 북핵 위험과 참혹한 북한인권 현실의 실질적 개선이이뤄지기를 간절히 기대합니다.
